🗞️What’s In The News This Week?

The Union Cabinet approved India’s formal accession to the Southern Indian Ocean Fisheries Agreement (SIOFA). The treaty commitment grants Indian deep-sea fishing vessels statutory rights to operate in international waters (beyond Exclusive Economic Zones) in the Southern Indian Ocean.

What this means for India?

• Indian-flagged vessels can be authorised to fish for squid, toothfish, alfonsino and other non-migratory stocks. This supports the Blue Economy push beyond India’s EEZ, where vessels mostly operate within 60–80 nautical miles.

• India takes on binding duties: vessel monitoring, data reporting and quota compliance. It also gains access to stock assessments and the High Seas Boarding and Inspection (HSBI) Scheme, which strengthens maritime security.

🗞️What’s In The News This Week?

The GST Council in its 57th Meeting recommended, inter alia, a complete withdrawal of powers to arrest under GST.

The Indian law provides for fines, arrests, compensations, injunctions, death penalties, etc - how does the law choose what’s the most appropriate penalty for an offence?

To answer this question, its vital to read into the theories of punishment:

• Retributive theory supports inflicting the same amount of pain on the offender to maintain “moral balance” in society.

• Deterrent theory uses swift, severe punishments to induce fear in the general public.

• Preventive theory restricts the offender’s ability to commit a second offence (ex. imprisonment)

• Reformative theory uses education, vocational training and rehabilitation to transform the offender into a law-abiding citizen.

• Compensatory theory focusses on requiring the offender/state to repair the harm done to the victim through compensation.

🗞️What’s In The News This Week?

The integrity of the CEC has been questioned - protests have broken out alleging the manipulation of voter rolls. Protesters have been removed to maintain “law and order”.

Today, we revisit a few famous legal standpoints on regulation of protests:

• In MKSS v. UOI, the Supreme Court directed authorities to establish a proper mechanism for regulating peaceful demonstrations in specific zones like Jantar Mantar.

• A 2020 judgement observed that protests must be regulated and conducted in designated areas, not blocking traffic and causing grave public inconvenience.

• During the 2026 student protest rulings, SC stated that the mere existence of a protest does not justify indiscriminate police lathi-charges or excessive force. It underscored that accountability must apply on both sides - holding unlawful violent elements responsible while independently investigating allegations of police excesses.

Empowering Youth for Career Readiness

Supported by HSBC India and run by United Way Mumbai and Sattva Consulting, the India Business Case Programme is one of the largest case study programmes in India just for undergraduate students.

• Teams of four students from the same college, in any discipline, work on real-world business cases.

• Along the way they build problem-solving and career-readiness skills, meet industry professionals, and earn recognised credentials.

• The programme moves through regional and national rounds, and the top teams get the chance to represent India on a global stage.

The HSBC Flash India Composite PMI Output Index rose to 56.5 in September, from 54.3 in August, led by a stronger performance in manufacturing. The economy has been expanding for 62 consecutive months now (a PMI of 50+ signals economic expansion).

Speaking of economic expansion, the Odisha government has approved 27 industrial projects worth over Rs 2.45 lakh crore. The proposed projects would come up in 15 districts of Odisha, and can potentially generate employment for 50,000+ people.

🗞️What’s In The News This Week?

The wage ceiling for mandatory coverage under the EPFO was raised from Rs.15,000/month to Rs.25,000/month.

What this means: Workers earning up to Rs.25,000 a month are now mandatorily liable to contribute to their PF and eligible to encash a lump sum upon retirement.

For a worker earning Rs.15,000 to Rs.25,000 a month, it could mean a formal entry to the social security system and a higher retirement fund, while also having lesser cash in hand.

👀What caught our eye

Lotteries used to promote London elections.

An experiment was designed to test whether a lottery increases voter registration.

Two groups of 20,000 randomly-selected households were placed into a prize draw of £5000 and £1000 each. All other households were made the control group.

The results:

The registration rates were 46.2% in the £1000 group and 46.6% in the £5000 group compared to 44.7% in the control.

The study found that households in poorer locations are more receptive to the lottery offer, while the lottery did not incentivise richer households.

🗞️What’s In The News This Week?

India made public its aim to establish an Indian space station by 2035 and send an Indian to the Moon by 2040.

ISRO has earned admiration for its excellence and cost-effective missions: Chandrayan-3 made India the first nation to land near the lunar south pole. Aditya-L1 is unlocking the secrets of the Sun. More than 430 satellites from 34 countries have travelled to space aboard Indian rockets.

Why nations focus on space exploration?

Nearly 40% of the 169 Sustainable Development Goal (SDG) targets are directly supported by space-based services. Satellites are used to map flood-prone areas, support Free Wi-Fi initiatives, monitor endangered species. It serves farmers and fishermen, weather forecasting, disaster management, navigation and public good.

Other highlights:

• The Cabinet Committee on Economic Affairs approved 8 major railway multi-tracking projects spanning 1,196 kilometers across 31 districts in 9 states.

• The operational guidelines for the Digital India Land Records Modernization Programme (DILRMP 3.0) was released for 2026–2031. It mandates rollout of 3D land-use mapping, drone-based cadastral surveys for rural inhabited areas, and full integration of unique land parcel identification numbers (Bhu-Aadhaar or ULPIN) with court records and banking mortgage databases

💬Policy Charcha - one thing to learn this week

Nearly 40% of graduates aged 15–25 in the labour force are unemployed, as are about 20% of those aged 25–29. Only a small share land stable salaried jobs within a year of graduating.

The State of Working India 2026 Report by Azim Premji University traces a young person’s journey from school or college into work, and how that journey has changed over the last four decades.

🗞️What’s In The News This Week?

What?: The Ministry of Consumer Affairs, Food and Public Distribution notified the Legal Metrology (Indian Standard Time) Rules, 2026, making Indian Standard Time (IST) the single official time reference across official, commercial, and legal operations.

How?: Stakeholders, including telecom operators, financial exchanges, power grids, and tech companies, have been given a 180-day transition window to synchronize their digital systems and hardware clocks with IST.

Why?: Using Indian timing systems, including atomic clocks and NavIC, will reduce India’s dependence on foreign satellite-based time sources for critical infrastructure. This can help reduce potential national security risks to critical digital infrastructure. However, smaller enterprises and regional banks will face compliance costs upgrading legacy server hardware.

What next?: This has reignited the long-standing debate on whether Northeast India needs a separate time zone.

👀What caught our eye

Studies examining the impact of job loss on health in Austria, the USA and elsewhere have found that unemployment is associated with higher mortality rates and negative effects on mental health and children’s health.

Unemployed people in Denmark did not experience these health effects.

What did Denmark do differently?

In Denmark, unemployment insurance replaces 90% of lost wages, with a cap, which was roughly equivalent to US$628 per week. Unemployed people can receive these transfers for up to four years. They also have access to job search assistance, training programmes and other active labour market policies. This support is complemented by universal health insurance.
