Good morning!
This week one of our posts on PolicyGram covers the progress that India’s “Smart City” mission has made in nearly a decade of existence, and whether our cities have substantive improvements to show for it. I write this from the airport in Bagdogra, which happens to be West Bengal’s 3rd largest city. The fact that a plurality might have never heard of it (or the 2nd largest city in the state either, for that matter) tells a tale.
While our cities aren't “Smart” enough to offer higher living standards to their hundreds of millions of residents, we don’t have enough cities to begin with. Continuing with the example of Bengal itself - outside of Calcutta, the 2nd largest city, that of Asansol in the state has a population which is more than 90% smaller as compared to the sprawling state capital. A vast majority of the state’s economy, enterprises, tax collections etc., are all centred around Calcutta alone. This leads to patterns of development that are spatially unequally distributed, leading to several second-order consequences. India needs many more cities to support economic growth, the migration from rural areas to more productive urban workspaces, and provide hundreds of millions of our urban dwellers a more respectable quality of living overall.
